Role of Information & Communication Technology (ICT) in Agricultural Extension of Bangladesh: Syeda Tasnim Jannat


The economy of Bangladesh depends chiefly on agriculture. The challenge of feeding the increasing population from the shrinking land and water resources is a great task. Many agencies are working to support the farmers to produce food materials and related products. A number of approaches are taken to provide farmers required information to support their farming operation. The agricultural system of Bangladesh has a long history of coping with the challenges. The system has experienced remarkable development over time. Inclusion of Information and Communication Technologies (ICT) enhanced the capacity of the system to face the challenges. Agricultural technologies generated by Agricultural Research Institutes are now being disseminated to the farmers by the Agricultural Extension agencies. The use of ICT technologies for disseminating agricultural technologies has been proved to be useful for enhancement of production. The major ICT technologies for transferring scientific innovations are mobile phone and computer. It has been revealed through a survey of Katalyst in 2013 that the farmers seek the following information through the helpline of mobile phone.

  • 67% regarding pest management of crops
  • 2% regarding seed
  • 7% regarding fertilizer
  • 10% regarding cultivation technologies
  • 14% regarding other issues

The same survey revealed that 84% rural farmers use mobile phones, 67% farm families use more than one mobile phones and 73% farm families use more than one sims. By using ICT 7 lakh 45 thousand farm families were benefited and the average income increased BDT 10, 500 per family.

This article has been prepared on the basis of Round Table Conference/Workshop arranged by popular newspaper Prothom Alo held on 06 June 2015. The Round Table was the outcome of collaboration of the government of Bangladesh, Katalyst, Swisscontact, UKAID, SDC and DANIDA. Twelve distinguished persons participated in the important round table. Summary of the conference was published on 03 July, 2015 in Prothom Alo as a supplementary. I tried to capture the salient points of the discussion from the supplementary to share with the readers around the world. The participants of the conference were:

Following recommendations emerged from the discussion of the Round Table conference:

  • All concerned including mass media should work together to alert the farmers
  • The efficiency of farmers should be enhanced. All concerned including government, Telecom companies shpuld take responsibilities for the purpose.
  • Farmers should be provided standard information after careful selection and vetting
  • Farmers should be given such agricultural information which they can trust
  • All concerned should deeply contemplate on the best means/ways of communicating with the farmer.
  • There should be seals of the government on the supplied agricultural information.

The round table conference organized by Prothom Alo was a pioneering initiative. This initiative may inspire other media to come forward to explore various problems and prospects of agriculture sector. Our country and concerned people will invariably be benefited from such initiatives.

Bangladesh will host Digital World 2012 , Bangladesh during December 6-8, 2012, in Bangabndhu International Conference Centre (BICC).

This is a continuation of efforts of Bangladesh to keep pace with the developments of ICT in the world.The event will be inaugurated by Sheikh Hasina, Hon’ble Prime Minister of the Government of the Peoples’ Republic of Bangladesh.It may be mentioned that Sheikh Hasina personally

patronizes the development of ICT in Bangladesh and she has adopted the programme of Digital Bangladesh as one of the major developmental strategies of her government.The theme or slogan of this event has been chosen as Knowledge to Prosperity.

Digital World 2012 will focus on 6 main tracks.

Digital Entrepreneurship– A series of interactive discussions for ICT business managers and entrepreneurs aimed at presenting trends, challenges, and opportunities for on-line entrepreneurship, showcasing success stories from the region. This year’s hot topics include gaming and mobile, on-line payments, digital advertising, and venture capital.

A quick peek The extraordinary ICT event, Digital World 2012 will be inaugurated by our honorable Prime Minister Sheikh Hasina on 6th December 2012 & will continue till 8th of December 2012. Right after the inauguration all the programs, exhibition corner will be open. Conference, Seminar & Workshop will be simultaneously running for three days.

Exhibition Expo lounge has been divided into several zones. It will be divided into 5 zones to showcase different initiatives, projects & products of national & international level companies, in the exhibition corner. There will be a special zone dedicate for the school/college students to present the use of digital technology in their day to day struggling life. And a separate pavilion will be installed to pervade Bangladeshi culture & heritage. The 5 zones are:

Seminar, Workshops & Roundtable These will be based on the focus & agenda of the event. A number of workshop, seminar and roundtable will held for registered & limited participants. Freelancer conference: A daylong event for the national & international freelancers will be held in the event to popularize & to make effective use of the immense potential of the freelancing sector. Top freelancers, individuals, academy principles will be invited to mentor the domestic freelancers. The conference has been divided into three segments.
Business Matchmaking Program Apart from the seminar, workshop & conference, there will be business matchmaking program (B2B) between domestic & international companies. Numerous trade visitors will be invited for the event. Bilateral & multilateral meetings will be organized between national & international business entities. I was contemplating to visit the D.Net office for a long time to learn how the organization performs amazing activity in the ICT sector .Its role in the development of telecentres in Bangladesh is commendable.
The opportunity came at the Gala event held in The Westin Dhaka.The event was the third “Citi Financial IT Case Competition” organized by D.Net and Citibank, N.A. Bangladesh. There I could learn personally from Dr.Ananya Raihan ,Executive Director of D.Net on various aspects of the organization.He was very generous to invite me to D.Net office.Other officials including Ms.Farha Sharmin,Assistant Director also invited me for a visit .
I went to the D.Net office located at Humayun Road of Dhaka around 12.00 O’Clock of 25 January,2012 accompanied by my daughter.
We were cordially welcomed at the reception by Ms Farha Sharmin.She quickly arranged our visit in different departments of the office.As we went round the rooms ,all officers welcomed us and lucidly explained how they
performed their activities.We were convinced that a great team work prevailed in the office which naturally generated amazing ICT products and programmes .I felt that the members of this office were like honeybees who worked silently for accomplishing their cherished goal.
One of the major achievements of D.Net is Infolady which may be considered as a blessing for the rural peoples.The Infolady may as well be considered as a mobile telecentre as the lady moves from door to door to provide ICT services on agriculture,health,sanitation and related areas.
D.Net also developed software on Telecentre Management System which is very useful in telecentre management.

We were impressed by the transparency and accountability being practiced in D.Net.It is very encouraging that all employees are offered lunch in a common cafeteria in a homely atmosphere.This arrangement
helps boost the friendly spirit of the employees and greater output may be obtained through such provision.
Let us now see who is the architect of this organization.Dr.Ananya Raihan is the leader of D.Net who works as the Executive Director of this social enterprise.He has a PhD in Economics from Ukraine.In addition to his leadership role in D.Net he contributes as the E-Governance Adviser to the Access to Information Programme at the Prime Minister’s office of Bangladesh.
Dr.Raihan developed the ‘Pallitathya Model’ to improve access to knowledge and information among the poor and marginalized communities.He was awarded Ashoka Fellowship in 2004 in recognition
of his innovative work.His talented role is helping transformation of our nation as the Digital Bangladesh.
